what's happening is that the high levels of oxygen are creating oxidative stress and actually impeding various metabolic processes in the brain and the brain is becoming hyper excitable and the neurons are firing so many action potentials that the cells sent essentially can't maintain their membrane potential and you get excited toxicity that causes mass firing in the neurons and a seizure
