if you deliberately move your eyes in the direction of the thing or things that you are trying to recapitulate in your mind in your visualization that is you don't necessarily have to include this step but mental training and visualization is going to be more effective if you do because with consciously generated eye movements again even Behind Closed eyelids you are bringing about more of the neural circuitry that one would experience if you were to perform that particular cognitive task or motor task in the real world
