In fact, there is no objective measure of pain. We can ask how long somebody can keep their hand on a hot plate or in a cold bath. You can do various experiments. They even have some extreme experiments where they'll shave a portion of the leg and they'll put on a very painful chemical compound and see how long people can tolerate that.
