The idea is that in this so-called phase two of the 24-hour cycle, from about 9 to 16 hours after waking, you want to bring the level of lights down a bit. Having lights that are in front of you is fine, but overhead lights at that time are not going to be optimal for the sorts of neurochemical states that your brain wants to be in.
