those who have more naturally occurring melanin have more built-in protection from UV radiation which means less UV conversion for vitamin D so darker skinned people are going to have um lower vitamin D levels
well because in order for your skin to make Vitamin D it requires UVB radiation from the sun to hit your skin and this induces um the the conversion of something called D7 dehydr cholesterol into the prev vitamin D well things that block UVB also block the ability of your skin to produce it from the Sun so if you're wearing sunscreen or if you have darker melanin content then you're more likely to not be able to make as much vitamin D from the Sun
