The headline is broadly defensible, but the qualifications matter. Effect sizes vary by population, the strongest claims rest on shorter trials, and credible voices push back on how it's typically framed.
However, and this is an important however, that does not mean that administering drugs that increase levels of serotonin in depressed people does not sometimes and indeed often help ameliorate some of their symptoms. And I should mention that many of the selective serotonin reuptake inhibitors. So-called SSRIs such as Prozac and Zoloft, et cetera, are still considered excellent treatments for conditions like OCD and so on and so forth.
